Rental Assistance Demonstration (RAD)

In late March, HUD’s Office of Recapitalization hosted a listening session to receive feedback on how they can facilitate more efficient closings of RAD transactions. The session has resulted in changes regarding the HAP effective date and information regarding initial year funding.

Preparing for an unprecedented number of RAD transactions this year, HUD is already seeing requests for extensions to Financing Plan submission deadlines. HUD will host a listening session to discuss incentives or remedies short of revoking CHAPs to keep PHAs on schedule and to mitigate the surge of volume at year-end.

On Tuesday, January 5, HUD hosted a listening session focused on fair housing standards related to HUD’s Rental Assistance Demonstration program. Before attending the session, NH&RA Executive Director worked with our RAD User Group to compile feedback for HUD officials. During the session, developers, public housing authorities, and fair housing advocates provided comments to senior and program leadership from HUD offices involved in public housing, multifamily housing and fair housing.

The 2015 Rental Assistance Demonstration (RAD) Workshop – Shreveport, LA is relevant to PHAs and other RAD stakeholders in HUD’s Region 4 and 6.

HUD updated the Rental Assistance Demonstration program Project-Based Rental Assistance Quick Reference Guide. The updated guide provides information on continuing Family Self Sufficiency (FSS) programs at PBRA properties.

HUD released two new files to assist public housing authorities to calculate and access the public housing subsidy that will be available to properties converted under the Rental Assistance Demonstration (RAD) program.

The U.S. Department of Housing and Urban Development published June 15 a revised Rental Assistance Demonstration (RAD) Notice. On Friday, July 10th, HUD will hold live Q/A sessions on the revised RAD Notice that was published on June 15, 2015.

The House Financial Services Subcommittee on Housing and Insurance held a hearing on private sector involvement in affordable housing. The hearing focused on opportunities to leverage large private sector investments, including the HUD Rental Assistance Demonstration program and the low-income housing tax credit (LIHTC).

The U.S. Department of Housing and Urban Development has begun issuing awards to applicants that were previously on the RAD first component waiting list. In response to questions from new awardees, HUD released several clarifications.

The Georgia Department of Community Affairs (DCA), in cooperation with the U.S. Department of Housing and Urban Development (HUD), announced a new Rental Assistance Demonstration (RAD) Multi-Site Bond Program in Georgia. DCA will qualify a small group of developers to work with public housing authorities (PHAs) to redevelop the PHAs’ property/ies with the majority of units as RAD units (at least 80% of total post-redevelopment units).
