Gorman & Company announced the hire of Ron Clewer to lead its Illinois state market as Andre Blakely, former Illinois Market President, will lead Gorman’s national public housing redevelopment platform.
The FY 18 Appropriations Act authorized the conversion of properties assisted by Section 202 Project Rental Assistance Contracts. HUD is in the process of revising the RAD Notice to include a new Section 4 that would provide implementation instructions for the conversion of Section 202 PRACs under RAD. HUD published a draft Section 4 to the Office of Multifamily Housing’s “Drafting Table” for feedback. Following consideration of public feedback received, the Office of Recap will proceed toward incorporation of the new Section 4 into a revised RAD Notice.
On Feb. 5 from 1 -2 pm ET, HUD will host a webinar to review new RAD rents for public housing conversions based on final FY 18 Operating Fund and Capital Fund data.
The 2019 Rental Assistance Demonstration (RAD) rents are now available, which will be used any new awards issued starting in 2019.
A new Rental Assistance Demonstration (RAD) notice from HUD amends the previous final notice by stating that “that execution of a Project Based Rental Assistance (PBRA) contract as a result of the conversion of Rent Supp, RAP, Mod Rehab, or Mod Rehab SRO contracts through RAD after the publication of this notice does not trigger Davis-Bacon prevailing wage requirements.”

On Monday, September 10, HUD launched a variety of enhancements to the RAD Resource Desk to allow users to more easily manage their RAD transactions.
HUD recently published two Rental Assistance Demonstration (RAD) federal notices that codify FY 2018 Appropriations Act provisions (including authority for a substantial increase of public housing units) as well as revised HUD policies encompassing five innovations to improve RAD.
350 attendees packed HUD’s auditorium to learn about topics including resident rights and protections, the importance of strategic planning, and innovative uses of RAD to achieve local objectives.
HUD is interested in hearing from industry participants and stakeholders, including Section 202 project owners, about how you’ve been thinking and planning for conversions, and what issues HUD should consider when developing conversion program requirements for Section 202 PRACs.
Now, if a closing package is not received within two months of the date of HUD executing the RCC, the transaction will be placed in “Delayed Submission” status.
