On December 23, 2014, HUD released a Notice detailing and clarifying its enforcement policy with respect to application of Davis-Bacon Wage and the second component of the RAD program.

HUD has released an initial progress report on the Rental Assistance Demonstration (RAD). This report examines how RAD has transformed the public housing landscape and the new opportunities RAD has created for PHAs to improve the physical and financial condition of public housing as well as how RAD has helped PHAs preserve units over the long term and the program’s impact on residents.

HUD recently released a Notice in the Federal Register announcing guidelines for Housing Credit Agencies (HCAs) to follow in implementing subsidy layering reviews in accordance with the Housing and Economic Recovery Act of 2008 (HERA).

HUD recently released Housing Notice 2014-10 to make updates to certain procedures published in Notice 2011-18 “Processing Guidance for the Section 202 Supportive Housing for the Elderly and Section 811 Supportive Housing for Persons with Disabilities Programs.”

Housing authorities that are seeking alternate energy sources or new funding streams will be particularly interested in HUD’s latest PIH notice. The Senate Appropriations Committee recently approved its fiscal year (FY) 2015 Transportation-HUD spending bill by a measure of 29-1. The draft bill would provide $36 billion in discretionary spending for Housing and Urban Development programs, offsetting receipts estimated by CBO at $9.8 billion, which allows for program funding levels totaling $45.8 billion.

On May 21, the full House Committee on Appropriations approved the fiscal year (FY) 2015 appropriations bill for the Department of Transportation, Department Housing & Urban Development (HUD) and Related Agencies by a vote of 28-21. There were no material amendments adopted in full committee markup.
