HUD has issued a set of draft documents for public comment for its Rental Assistance Demonstration (RAD) Program.

At his recent State of the State address, New York Governor Andrew Cuomo announced that New York State will significantly increase its affordable housing investment with a $1 billion program to preserve or produce 14,000 affordable housing units over the next 5 years.
HUD approved the first round of conversions for public housing units and Section 8 Moderate Rehabilitation (Mod Rehab) units under the first component of the Rental Assistance Demonstration (RAD) program. Under the RAD notice, HUD proposed to approve the conversion of up to 60,000 public housing units and Section 8 Mod Rehab units to Section 8 Project-Based Assistance.
HUD recently released income limits for fiscal year (FY) 2013 which are used to determine the eligibility of applicants for HUD’s assisted housing programs, including the Public Housing program, the Section 8 Housing Choice Voucher program, Section 202 housing for the elderly program, and Section 811 housing for persons with disabilities program.

A new Senate bill introduced September 2012, S. 3538, would reduce administrative burdens and complexities for certain local public housing agencies (PHAs) that administer federal low-income housing programs. The purpose of the legislative measure is for PHAs to realize administrative savings, but the Center for Budget and Policy Priorities (CBPP) says the measure could present other, more harmful challenges.
