Oregon Housing & Community Services has released the agenda for its next Housing Stability Council meeting, on Friday, December 6, 2019. The meeting will be held at Oregon Housing and Community Services (725 Summer St NE, Salem OR) in conference room 124 A/B.

Governor Kate Brown signed the 2019 QAP which incorporates the ability to utilize “Income Averaging”, a new election allowed by the Internal Revenue Service, as a possible minimum set aside election.

From 3:00 – 4:00 pm PT on December 2 Oregon Housing and Community Services (OHCS) will host an open partner call for the Affordable Rental Housing Development and Compliance sections of OHCS.

OCHS is now opening LAP to urban communities. Beginning on November 19 the remaining LAP funding (currently $1.6 million) will be available statewide for the acquisition of property for affordable rental and affordable homeownership development. LAP loan periods are up to eight years with one percent simple interest and a one percent loan fee paid at the time of the construction loan. Please consult the LAP Program Manual for additional details.

On November 18 from 3:00-3:30 pm PT the Oregon Housing and Community Services (OHCS) will hold a public rulemaking hearing on its Publicly Supported Housing Preservation (PuSH) program. The eight proposed rules are amended to reflect legislative changes from 2019 HB 2002, which expand owner notice and right of first refusal. Owners must provide notices to OHCS and local government earlier than previously required.

Oregon Housing and Community Services (OHCS) released Notice of Funding Availability (NOFA) #2019-4 for the development and preservation of affordable rental housing for large scale projects, small scale projects and veteran projects (both large and small). NOFA submissions are due November 4, 2019 by 4 pm PDT whether submitted electronically or in paper form. Late submissions will not be considered.
