Oregon Issues Summer 2019 Gap funding & Veterans NOFA

Oregon Housing and Community Services (OHCS) released Notice of Funding Availability (NOFA) #2019-4 for the development and preservation of affordable rental housing for large scale projects, small scale projects and veteran projects (both large and small). NOFA submissions are due November 4, 2019 by 4 pm PDT whether submitted electronically or in paper form. Late submissions will not be considered.

Portland, OR Levies $60 per Unit Fee to Fund Rental Services Office

Last week, the Portland City Council and Mayor approved an annual $60 per unit fee for landlords to fund the city’s Rental Services Office, which maintains a registry of rental units, enforces fair-housing laws and mediates landlord-tenant disputes. The fee is expected to generate $3.9 million annually and will facilitate the collection of data that can better inform the city’s housing policy. Housing

Oregon Signs Missing Middle Housing Bill

Oregon Governor Kate Brown signed House Bill 2001, which authorizes missing middle housing in large cities’ single-family zones. Oregon is now the first state to pass state-wide legislation that aims to address single-family zoning.

Oregon Hosts PSH Technical Assistance Institute

Oregon Housing and Community Services (OHCS) will host a technical assistance institute pilot that will provide potential permanent supportive housing (PSH) project teams with intensive training on critical PSH topics. Future capital development and rental assistance funding will only be available to project teams who have successfully completed the PSH training institute. OCHS was allocated $54.5 million for PSH funding, $20 million of which is available in capital development funding for the initial pilot program.

Oregon Posts Draft 2019 QAP – Webinar Aug. 19

The Oregon Housing and Community Services (OHCS) released a draft 2019 QAP for public comment. The updated QAP reflects three primary objectives align the QAP with Oregon’s Statewide Housing Plan, adopt national best practices and streamline project selection and funding processes. OHCS will hold a webinar on August 19 from 1-3 pm PDT to further discuss the draft QAP and gain input from partners statewide.
