Maryland Offers $30 Million in COVID-19 Rental Assistance

Governor Larry Hogan (R) announced a $30 million rental assistance program to prevent evictions and help Marylanders affected by the COVID-19 pandemic. The State’s allocation of $20 million in Community Development Block Grant (CDBG) COVID funding will be deployed across local jurisdictions in Maryland to provide further support for local eviction prevention programs.

Maryland Governor Signs 2020 QAP

Governor Larry Hogan (R) signed the 2020 QAP and the Multifamily Rental Financing Program Guide (Guide). The new QAP and Guide are effective as of June 3, 2020 and will govern all applications received on or after this date.

Maryland EOY Reporting Data Submission Due July 31

Owners or sponsors of a property receiving an allocation of LIHTCs are required to upload certain tenant data and project data through a portal provided by the Maryland Department of Housing and Community Development (DHCD), which data will ultimately be uploaded to HUD. The portal will be ready to receive your data uploads on June 15, 2020. All uploads must be completed by July 31, 2020.

Maryland Multifamily Loan Audits and Surplus Cash Advisory

For all Maryland Department of Housing and Community Development (Department) Community Development Administration (CDA) cash-flow loans, the deadline for submitting property audits is extended 30 days from April 1 to May 1. No prior notification to the Department is required to take advantage of this extension. No penalties for submission after April 1 but by May 1 will be assessed. Any prior penalties are unaffected.

Maryland Posts 2020 Draft QAP

The Maryland Department of Housing and Community Development (DHCD) released the draft of the 2020 Qualified Allocation Plan (QAP) and Multifamily Rental Financing Guide (Guide) for public comment.  Draft comments are due by December 15, 2019 and can be submitted to dhcd.qap@maryland.gov. NCSHA, EIG Publish Three Case Studies on Affordable Housing in Opportunity Zones

The National Council of State Housing Agencies (NCSHA) and the Economic Innovation Group (EIG) published three case studies of developments that incorporate Opportunity Zone investment to create new affordable homes and support community revitalization efforts in Ohio, Maryland and Florida. These are the first in a new series of Opportunity Zone Development Profiles that detail project financing, community socioeconomic data and projected economic impact. The profiles demonstrate how Opportunity Zone investments are being utilized to develop affordable homes for very-low- to moderate-income households, and how that investment is furthering community revitalization efforts and enhancing positive community impact.
