Sec. Carson: Developers in Opportunity Zones Will Get Preferences on HUD Grants

Secretary Ben Carson said HUD will give preference to developers and investors who build affordable housing in federal Opportunity Zones when it comes to certain grants. In an interview with The Real Deal, Sec. Carson said, “if you are doing a project within an Opportunity Zone and you are applying for one of our grants, you get some preference. So that, along with the tax advantages, will drive people to look at those (areas). We are also offering very specific technical assistance to help them coordinate their efforts.”

HUD Issues Second Invitation for Public Housing Agencies to Join MTW Demonstration Program

HUD is inviting a second round of public housing agencies to join the Department’s expanding Moving to Work (MTW) demonstration program. MTW allows public housing agencies (PHAs) to practice greater program flexibility and encourages housing choice and self-sufficiency among low-income families. Currently, there are 39 MTW PHAs throughout the nation. In 2015, Congress allowed HUD to expand the MTW demonstration program to 100 additional PHAs over a seven-year period.

Chicago’s Woodlawn Neighborhoods Sees New Investment Through Grocery Store, Affordable Housing

Chicago’s Woodlawn neighborhood celebrated two major milestones in its revitalization – the opening of a new 48,000-square-foot Jewel-Osco grocery store, the first full-service grocery store residents in that neighborhood in over 40 years, and the opening of Woodlawn Station, a new transit-oriented development consisting of 75 mixed-income units and 15,000 square feet of retail space. The development of Woodlawn Station was led by NH&RA memberPreservation of Affordable Housing, Inc. (POAH) and financed, in part, through HUD’s Choice Neighborhoods Initiative.

President’s FY 2020 Budget Released; Deep Cuts Proposed for HUD

President Trump released his proposed FY 2020 ‘skinny’ budget, “A Budget for a Better America: Promises Kept. Taxpayers First.” Overall, the budget proposes to cut HUD by $9.6 billion or 18% below 2019 enacted levels. These cuts are similar in magnitude to the proposed cuts in the President’s FY-2019 budget request.

HUD Publishes RAD for PRAC Notice for Comment

The FY 18 Appropriations Act authorized the conversion of properties assisted by Section 202 Project Rental Assistance Contracts. HUD is in the process of revising the RAD Notice to include a new Section 4 that would provide implementation instructions for the conversion of Section 202 PRACs under RAD. HUD published a draft Section 4 to the Office of Multifamily Housing’s “Drafting Table” for feedback. Following consideration of public feedback received, the Office of Recap will proceed toward incorporation of the new Section 4 into a revised RAD Notice.
