Massachusetts Gov. Deval Patrick has signed legislation that establishes a new chapter regarding publicly assisted affordable housing, which includes a wide variety of federally and state assisted rental housing projects, including Section 8, federal and state low-income housing tax credits, Section 221(d)(4), and others.

The U.S. Department of Housing and Urban Development’s Office of Policy Development & Research has published a Regulatory Impact Analysis for the Housing Trust Fund, which was established by the Housing and Economic Recovery Act of 2008 to expand the supply of affordable rental units, and increase homeownership opportunities for extremely low- and very low-income households.

The U.S. House of Representatives and Senate conferees have agreed to a $446.8 billion omnibus appropriations bill (HR 3288). This “˜omnibus’ legislation includes the Transportation-HUD appropriations measure as well as the Commerce-Justice-Science, Financial Services, Labor-Health and Human Services, Milcon-VA, and State-Foreign Operations bills.

The Housing and Economic Recovery Act of 2008 (HERA) established a Housing Trust Fund to be administered by HUD to provide grants to States to increase and preserve the supply of rental housing for extremely low- and very low-income families, including homeless families, and to increase homeownership for extremely low- and very low-income families. HUD has issued a proposed rule for allocating funds from the Housing Trust Fund.

Representative Mary Jo Kilroy (D-OH) will introduce legislation (HR 4099) this week to facilitate retrofitting of HUD assisted properties. NH&RA’s Council For Energy Friendly Affordable Housing (CEFAH) has been working with Representative Kilroy, a junior member of the majority on the House Financial Services Committee, to draft this important bill.

HUD’s Office of Policy Development and Research recently announced the launch of its new HUD USER website, which features new tools and layout that will make it easier to locate information and resources.

NH&RA recently surveyed our membership to find out more about their experiences to date with the TCAP and Exchange programs. The U.S. Department of Housing has issued a reminder that HUD-assisted multifamily housing owners and management agents must seek access to the Department’s Enterprise Income Verification (EIV) system if they don’t already have access, in order to avoid non-compliance penalties imposed by a final rule that makes use of the system mandatory as of 1/31/10.
