The Internal Revenue Service (IRS) told the National Council of State Housing Agencies (NCSHA) that the ten issues for which the NCSHA requested specific guidance are all relevant to the current COVID-19 situation and under active consideration by IRS while they await guidance from Treasury about how to proceed.

The Department of Homeland Security (DHS) has designated the construction of housing as an “Essential Critical Infrastructure Workforce,” as well as leasing, property management and maintenance personnel. This is not a mandatory federal order; this is guidance from DHS that states can follow.

The Institutional Property Advisors (IPA) and Marcus & Millichap surveyed multifamily owners, operators and developers representing nearly 900,000 units across the country to gauge their market sentiment.

Local Initiatives Support Corporation (LISC) launched its Rapid Relief and Resiliency Fund to provide immediate and longer-term resources in three critical areas: Small business support, Organizational support for community-based partners and Access to technology.

The Pennrose Foundation announced that it has created a COVID-19 Resident Relief Fund to provide support to residents who are facing adverse effects to the new coronavirus. The Foundation will match contributions to the COVID-19 Resident Relief Fund up to $25,000.

Wisconsin Governor Tony Evers issued Emergency Order #15, which temporarily bans foreclosures and evictions. The order is effective immediately and shall remain in place for 60 days. Under this order, landlords are prohibited from serving any notice terminating a tenancy for failure to pay rent. As detailed in the order, landlords are also prohibited from commencing a civil action of eviction unless certain conditions are met.

The West Virginia Housing Development Fund (Fund) is currently committed to the due date of May 28, 2020, by 4:30 pm ET.

Given the current national economic situation and an expectation that numerous multifamily developments will experience rent shortages in the next months, and acknowledging the existence of various moratoria on evictions for non-payment of rent, Texas Department of Housing and Community Affairs (TDHCA) is announcing that it expects to not enforce its penalty, acceleration or foreclosure options for nonpayment on multifamily notes under its control for 60 days beginning on April 1, 2020, until May 31, 2020, to allow for the economic situation to stabilize and for implementation of a more comprehensive solution. 

The Public Affairs Division of Oregon Housing and Community Services (OHCS) will hold weekly statewide calls to provide the most up to date information from across OHCS related to COVID-19. These calls will take place every Wednesday from 2:00  to 3:00 pm PT for the foreseeable future.

State agency partners for the Ohio 811 Program and the Ohio Department of Medicaid Subsidy Demonstration (ODMSD) are issuing the following guidance to property owners and management agents due to the evolving public health situation with COVID-19:
