On September 29, California Governor Jerry Brown vetoed A.B. 1399, a bill to create a state new markets tax credit (NMTC), and A.B. 1999, to create a state historic rehabilitation tax credit (HTC).

CTCAC will host 5 public hearings between September 29-October 2 to discuss the proposed changes for the 2015 QAP.

TCAC Sustainable Building Method Workbook has been updated. New sections in the workbook include: a FAQ section in the Instructions, a Minimum Construction Standards + CalGreen worksheet with guidance for 4% project applicants, and updated rehabilitation documents for building assessments and combustion safety testing.

The California State Legislature passed a bill August 27 that would establish a state historic rehabilitation tax credit (HTC).  A.B. 1999 was introduced by Speaker of the Assembly Toni Atkins (D-San Diego) and passed the State Assembly 75-0 in June. Governor Martin O’Malley announced that Raymond A. Skinner, who has served as Secretary of DHCD since 2007, is retiring at the end of the month and that he will appoint Clarence J. Snuggs, the current Deputy Secretary of DHCD, as acting secretary effective September 1, 2014

QAP and Funding Deadlines

On Thursday, May 29, Colorado Governor John Hickenlooper signed HB-1017 into law, renewing Colorado’s State Low Income Housing Tax Credit program. Sponsored by Representative Crisanta Duran and Senator Jessie Ulibarri, HB-1017 will create significant new resources to support the development of affordable rental housing across the state.
