The California Department of Housing and Community Development (HCD) announced the hire of Mark Stivers as the acting Deputy Director for the Division of Financial Assistance. The Division of Financial Assistance administers the HCD’s loan and grant programs.

LA to Launch New $120 Million Supportive Housing Initiative

The Los Angeles City Council has voted unanimously to set aside $120 million, 10 percent of the Proposition HHH supportive housing bond, for a pilot program that seeks strategies for expediting and containing the cost of permanent supportive housing development.

California TCAC 2019 Credit Estimates

The California Tax Credit Allocation Committee (TCAC) published the 2019 Credit Estimates. TCAC estimates over $109 million in new credits minus $165,757 in forward committed 2019 credits leaving $108.8 million credits. TCAC estimates the following credits will be available for each geographic region in Round 1:

San Francisco Mayor Calls for As-of-Right Development for Affordable & Teacher Housing

In London Breed’s first State of the City address as San Francisco’s mayor she announced plans for a charter amendment to make affordable and teacher housing development as-of-right in San Francisco. The charter amendment proposed for the November 2019 election, would allow 100 percent affordable and teacher housing proposals that comply with existing zoning laws to bypass the usual bureaucratic and appeals process that can result in long and costly delays.

Partnership for the Bay’s Future to Invest Over $500 Million in Affordable Housing

The Partnership for the Bay’s Future aims to advance the region’s future by solving its interconnected challenges of housing, transportation and economic opportunity.

It will begin with two funds—the Investment Fund and Policy Fund—to expand and protect the homes of up to 175,000 households over the next five years and preserve and produce more than 8,000 homes over the next five to 10 years in San Francisco, San Mateo, Santa Clara, Alameda, and Contra Costa counties.

HCD Releases Housing for a Healthy California Program Final Guidelines

The California Department of Housing and Community Development (HCD) released the Final Housing for a Healthy California (HHC) Program Guidelines. The Guidelines incorporate feedback from participants through public comment letters, and additional conversations and research during the public outreach period.

California AHSC Program Round 4 NOFA Applications due Feb. 11

Applications for the Affordable Housing and Sustainable Communities (AHSC) Notice of Funding Availability (NOFA) are due on Feb. 11. The AHSC program seeks to reduce greenhouse gas emissions through projects that implement land-use, housing, transportation, and agricultural land preservation practices to support infill and compact development. For the fourth round, $395 million in funding is available.
