Research Finds Positive Outcomes for Residents in RAD Converted Properties

In a recent issue of Health Affairs focusing on investments in social determinants of health, a new study examined how renovations of a property in Queens, NY that converted through RAD may improve the health of public housing residents.

HUD released the full report, “Examining the Effects of the Rental Assistance Demonstration (RAD) on Children Living in Public Housing in Fresno, California,” which assessed outcomes and the well-being of children living in developments that have undergone rehab and conversion under RAD.

California Issues New Average Income Test Guidance”

On June 25, 2020 the California Tax Credit Allocation Committee issued a new memo providing additional guidance on the Average Income Test Federal Election.  In May 2018, TCAC adopted regulations that allowed projects with an existing tax credit reservation to elect the Average Income Test and make changes to the application’s housing unit designations, increasing some to 80% AMI.

California Guidance for 2020 Second Round Applicants

The California Tax Credit Allocation Committee (TCAC) released new guidance on multi-phase housing developments, developer fees, service amenities, general partner experience, documenting land acquisition and tie breakers for prospective applicants. In the event of a conflict with prior guidance, this guidance shall supersede.

The California Department of Housing and Community Development (CalHCD) released additional supporting documents to accompany the Round 4 Transit-Oriented Development (TOD) Housing Program Notice of Funding Availability for approximately $141 million, which was released on April 30, 2020. Applications are due by July 30, 2020 at 5:00 pm PT.

California Extends Placed In Service Deadlines

The California Tax Credit Allocation Committee (TCAC) is granting projects with 2018 and 2019 carryover allocations a six-month extension of their respective placed in service deadlines. Projects with a 2018 carryover allocation have a placed in-service deadline of June 30, 2021. Projects with a 2019 carryover allocation have a placed in-service deadline of June 30, 2022.
