The Kentucky Housing Corporation (KHC) has issued a notice saying it will be revising its 2010 qualified allocation plan (QAP) for its low-income housing tax credit program to ease current difficulties in developing multifamily housing, including the difficulty in securing equity secure investors, insufficient gap financing, the uncertainty surrounding proposed federal legislative changes, and other developer concerns.

The Housing and Economic Recovery Act of 2008 (HERA) established a Housing Trust Fund to be administered by HUD to provide grants to States to increase and preserve the supply of rental housing for extremely low- and very low-income families, including homeless families, and to increase homeownership for extremely low- and very low-income families. HUD has issued a proposed rule for allocating funds from the Housing Trust Fund.
