Massachusetts Signs Eviction & Foreclosure Bill
In response to the ongoing COVID-19 outbreak, Massachusetts Governor Charlie Baker (R) signed the eviction and foreclosure moratorium bill (H.4647). Connecticut Extends Ten Percent Test, Placed-in-Service Deadlines
The Connecticut Housing Finance Authority (CHFA) is offering owners that have or will execute a carryover allocation agreement between December 1, 2019 and December 31, 2020 the ability to request the following extensions:
A six-month extension of the ten percent test deadline for carryover allocations as required by Internal Revenue Code (IRC) Section 42(h)(1)(E)(ii) and IRS regulation 1.42-6.
A 12-month extension of the placed in-service deadline as required in IRC Section 42(h)(1)(E)(i).
Kentucky Postpones 2021 Multifamily Non-Credit Funding Round
As a result of the ongoing COVID-19 pandemic and concern about available resources, Kentucky Housing Corporation (KHC) postponed its anticipated funding round for non-credit multifamily projects. If additional funding resources become available, KHC will re-evaluate the feasibility of opening a non-credit funding round later in the year.
House and Senate Introduce Emergency Rental Assistance and Rental Market Stabilization Act
Senate Banking, Housing and Urban Affairs Committee Ranking Member Sherrod Brown (D-OH) and 25 co-sponsors introduced the Emergency Rental Assistance and Rental Market Stabilization Act, which would provide $100 billion in emergency rental assistance.

The Consumer Financial Protection Bureau (CFPB), Federal Housing Finance Agency (FHFA) and HUD launched an online resource on mortgage and housing assistance for renters and homeowners affected by COVID-19.
FHFA Announces Tools to Help Renters Find Out if They are Protected from Eviction
The Federal Housing Finance Agency (FHFA) announced that Fannie Mae and Freddie Mac created online multifamily property lookup tools to help renters find out if they are protected from evictions during the COVID-19 pandemic through the CARES Act.
HUD Allocates PHA and CDBG COVID-19 Funding
HUD announced the allocation of $380 million in supplemental administrative fee funding to all Public Housing Authorities (PHAs). HUD also allocated an additional $1 billion through its Community Development Block Grant.
