Qualified Allocation Plans

Andrew Hawes, Managing Director for the Kentucky Housing Corporation Multifamily Programs, has accepted a new position and will leave KHC at the end of the calendar year. Jeremy Ratliff will assume the position as interim managing director of Multifamily Programs, effective Friday, January 1, 2016.

In 2016, Colorado Housing Finance Agency will join together with a broad coalition of business and community partners to ask the Colorado General Assembly to extend the State Low Income Housing Tax Credit (LIHTC) program through 2019.

PHFA announced the 2016 PHFA Multifamily Program Application and Guidelines have been posted to its website. For 2016, all applicants must submit an Intent to Submit by January 8, 2016 with full applications due on March 4, 2016.

QRRP applicants should be advised that the December 15 DDA application submittal due date identified in Section 5258(a) of the CDLAC regulations will be extended. It is CDLAC’s revised expectation that expiring DDA applications will be submitted by June 15, 2016, fifteen days prior to the DDA expiration.

The Maryland Department of Housing and Community Development has recently launched a new website, and the website address for documents and resources associated with the revision of the Qualified Allocation Plan and Multifamily Rental Financing Program Guide.

Louisiana Housing Corporation posted Questions and Answers for the Disaster Recovery RFP. The deadline for submittals for the RFP has been extended to December 11.

Delaware State Housing Authority (DSHA) is in the process of finalizing the State of Delaware’s 2016 Low Income Housing Tax Credit (LIHTC) Qualified Allocation Plan (QAP). DSHA will hold a public hearing to discuss the proposed QAP on Thursday, December 17, 2015.

The California Tax Credit Allocation Committee (TCAC) invites and highly encourages affordable housing developers and interested parties involved in projects recently reserved LIHTCs to attend the half-day workshops on Placed-in-Service submissions to the California LIHTC Program.

Applications for the 9% federal Housing Credit, Vermont State Housing Credit are due by January 29. If you are planning to submit a project for tax-exempt construction or permanent financing in order to receive the 4% “Bond” Housing Credits and you intend to apply for state housing credits, you must submit that application by the same deadline.

North Carolina Housing Finance Agency released a second draft of the 2016 Qualified Allocation Plan, along with a memo to explain major revisions contained in the draft.

The workshop will be held to solicit comments and suggestions from interested persons relative to Florida Housing’s Elderly Housing Community Loan. Funding under this RFA must be used to provide for life-safety, building preservation, health, sanitation, or security-related repairs or improvements to developments currently serving Elderly persons.

Maryland DHCD will hold a series of Regional Meetings to provide an overview of feedback received to date, solicit additional comments from a broader group of stakeholders, as well as to engage in a dialogue regarding revisions to the Qualified Allocation Plan and Multifamily Rental Financing Program Guide.
