California HCD Veterans Housing and Homelessness Prevention Program Draft Guidelines

The California Department of Housing and Community Development (HCD) released the Veterans Housing and Homelessness Prevention (VHHP) program Draft Guidelines for Round 5. Comments on the draft guidelines should be sent to hcdvets@hcd.ca.gov  by 5 pm PDT on June 29, 2019. HCD will host two workshops and a webinar to review the VHHP Round 5 Draft Guidelines.

Illinois Legislature Dedicates $200 Million to Affordable Housing

The Illinois General Assembly passed a bipartisan capital bill that dedicates $200 million in funds for affordable housing. The final numbers reflect a $25 million increase over Governors Pritzker’s original proposal of $175 million. This is also an increase in funding from the 2009 capital bill, which contained $145 million for affordable housing.

Texas Posts Online Mapping How-To Guide

The Multifamily Finance Division of the Texas Department of Housing and Community Affairs is considering awarding points for proximity to jobs in its 2020 QAP and posted a “how-to guide” for using an online mapping tool to count jobs near a given Development Site or address.

Louisiana Housing Releases Draft 2019 QAP

The Louisiana Housing Corporation (LHC) has developed the Draft 2019 Qualified Allocation Plan (QAP). The 2019 QAP is scheduled to be adopted by the LHC Board of Directors meeting on June 12.

QAP Ohio

Discounted NDC Housing Development Finance Training in Ohio

The National Development Council (NDC) is offering a Rental Housing Development Finance Professional Certification program being held throughout the summer and fall in Columbus. The three-course training series teaches participants steps of the housing development process, the techniques used to analyze and structure financing for rental housing deals and the problem solving and negotiating skills needed to make complicated deals feasible.

Ohio Accepting Feedback on Opportunity Map

The Ohio Housing Finance Agency released the draft 2020-2021 Urban Suburban Rural (USR) Opportunity Map for use in 2020 and 2021 funding rounds for review and comment. This iteration of the opportunity map reflects updated data for the 15 included indicators, as well as removal and/or replacement of several indicators that were included in the 2018-2019 version.

Colorado Announces 4 Percent LIHTC & AHTC Awards

The Colorado Housing and Finance Authority announced that it will award state Affordable Housing Tax Credits (AHTC) and 4 percent federal LIHTCs to support the construction or preservation of 1,344 affordable apartments across 12 project sites located in the Denver metro area, northern and southern Front Range and Western Slope.

The Texas Department of Housing and Community Affairs (TDHCA) will hold a public hearing to accept public comment on the Draft 2020 Regional Allocation Formula (RAF) Methodology on May 29 at 2:30 pm CDT.

QAP Tennessee

Tennessee Board Approves Increases to Per Developer, Per Development Limits

The Board of Directors of the Tennessee Housing Development Agency (THDA) approved increases to per development limits for LIHTC properties from $1.3 million to $3 million and to per development limits for Multifamily Tax-Exempt Bond Authority (MTBA) properties from $25 million to $43 million.

QAP Kentucky

Kentucky Updates Cost Containment Limits, SMAL Rent and Income Limits Now Available

Kentucky Housing Corporation (KHC) updated the cost containment limits for multifamily projects, which are based on the HUD 234 condominium housing limits in effect for the current year. In addition, the rent and income limits for the Small Multifamily Affordable Loan (SMAL) program have been updated based on the 2019 Section 8 income limits.
