The Louisiana Housing Corporation added additional questions and responses to its 2019 QAP FAQs Part II.

The Massachusetts Department of Housing and Community Development (DHCD) is seeking comments on its Draft Housing Choice Voucher Administrative Plan, which was last updated in September 2014. The proposed revisions incorporate changes in federal and DHCD policy. Comments on the plan should be submitted to maryssa.mclean@mass.gov by September 10, 2019.

The New Jersey Housing and Mortgage Finance Agency updated its Special Needs Housing Partnership Loan Program document checklist requirements, effective July 30, 2019. The North Carolina Housing Finance Agency posted the 2019 LIHTC awards. 40 projects in 29 counties totaling 2,653 units were funded through LIHTC. Two projects received CDBG-DR funds to support Hurricane Matthew recovery. Awards were also made to six tax-exempt bond projects totaling 1,040 units.

Oregon Housing and Community Services (OHCS) will host a technical assistance institute pilot that will provide potential permanent supportive housing (PSH) project teams with intensive training on critical PSH topics. Future capital development and rental assistance funding will only be available to project teams who have successfully completed the PSH training institute. OCHS was allocated $54.5 million for PSH funding, $20 million of which is available in capital development funding for the initial pilot program.

The Texas Department of Housing and Community Affairs released proposed rule changes to 10 TAC 26, Texas Housing Trust Fund Rule. The Wisconsin Housing and Economic Development Authority announced a competitive National Housing Trust Fund (HTF) application cycle available only to projects that will be applying for nine percent LIHTCs in the Supportive Housing Set-Aside in the 2020 LIHTC Cycle. To be eligible for this HTF funding round projects must meet all requirements for Supportive Housing Set-Aside applications as defined in the 2019-2020 QAP.

Enterprise opened its public comment period on the 2020 Green Communities Criteria. Maintaining the same eight categories, the 2020 Green Communities Criteria is looking at new ways to explore how the criteria can contribute to: improving resident health; strengthening homes’ resilience; managing developers’ upfront costs while improving building performance; and promoting equitable outcomes.

The Oregon Housing and Community Services (OHCS) released a draft 2019 QAP for public comment. The updated QAP reflects three primary objectives align the QAP with Oregon’s Statewide Housing Plan, adopt national best practices and streamline project selection and funding processes. OHCS will hold a webinar on August 19 from 1-3 pm PDT to further discuss the draft QAP and gain input from partners statewide.
