The Louisiana Housing Corporation (LHC) cancelled its regularly scheduled monthly Board Meeting set for November 13. The next Board Meeting is scheduled for December 11.
LHC will host seven listening sessions to conduct greater outreach and citizen participation in the assessment of statewide housing and community development needs to inform its State Consolidated Plan and Strategy in collaboration with the Louisiana Housing Corporation (HOME and ESG programs) and the Louisiana Department of Health (HOPWA program).
The Missouri Department of Economic Development will conduct a public meeting on November 6 from 11:00 am – 1:00 pm CT regarding the FY2020 Action Plan for the State. The FY2020 Action Plan will govern the allocation of the HUD programs: Community Development Block Grant, HOME Program, Emergency Solutions Grant Program, Housing Trust Fund, and Housing Opportunities for Persons with AIDS, and the Continuum of Care.
The Ohio Housing Finance Agency posted the Draft 2020 Design & Architectural Standards for comment The document has been revised significantly to provide more definitions, clearer guidance on requirements and exceptions and updated references. Comments are due by November 22 to QAP@ohiohome.org.
OCHS is now opening LAP to urban communities. Beginning on November 19 the remaining LAP funding (currently $1.6 million) will be available statewide for the acquisition of property for affordable rental and affordable homeownership development. LAP loan periods are up to eight years with one percent simple interest and a one percent loan fee paid at the time of the construction loan. On November 18 from 3:00-3:30 pm PT the Oregon Housing and Community Services (OHCS) will hold a public rulemaking hearing on its Publicly Supported Housing Preservation (PuSH) program. The eight proposed rules are amended to reflect legislative changes from 2019 HB 2002, which expand owner notice and right of first refusal. Owners must provide notices to OHCS and local government earlier than previously required.

The California Tax Credit Allocation Committee (TCAC) amended the final proposed changes to its regulations. The amendments include four changes: three clarifying and one related to the CalHFA Mixed-Income Program $200 million state credit set-aside: Sections 10305(h), 10317(i), 10326(b)(2), and 10326(g)(5), highlighted in the document in green.
The Connecticut Department of Housing (DOH) plans to make up to $20 million in commitments of its subordinate financing for use in the 2020 nine percent LIHC funding round administered by the Connecticut Housing Finance Authority (CHFA). Applications for DOH subsidy must be submitted simultaneously with the nine percent LIHTC application and are due by 4:00 PM EDT on November 6, 2019.
