The Alabama Housing Finance Authority (AHFA) will hold a public hearing at 9:30 am CT on December 17 on its Five-Year Consolidated Plan for Program Years 2020-2024 for the Community Development Block Grant program (CDBG), the Emergency Solutions Grants program (ESG), the Housing Opportunities for Persons with AIDS program (HOPWA), the Home Investment Partnerships program (HOME) and the Housing Trust Fund program (HTF). The hearing will also cover the Program Year 2020 One-Year Annual Action Plans for the CDBG, ESG, HOPWA, HOME and HTF programs. The meeting will take place at the Alabama Center for Commerce, 7th Floor Auditorium, 401 Adams Avenue, Montgomery, AL 36104. Immediately following the conclusion of the Plans’ public hearing, representatives from ADECA and Western Economic Services, LLC of Portland, OR, will conduct a public meeting on the State of Alabama’s 2019-2020 Analysis of Impediments to Fair Housing Choice.
On October 25 the Arizona Department of Housing (ADOH) issued an Information Bulletin announcing a Request for Proposals (RFP) for the Development of Veterans Housing in Prescott. ADOH is available to meet with developers to discuss the potential funding sources that may be made available for the RFP for Development of Veterans Housing in Prescott. The Texas Department of Housing and Community Affairs’ (TDHCA) Multifamily Finance Division posted the 2020 draft Multifamily Uniform Application. The draft application may be submitted to TDHCA by applicants for the Multifamily four percent LIHTC program and/or the Multifamily Direct Loan program, but may not be submitted by applicants for the competitive nine percent LIHTC program.
The Veterans Housing and Homelessness Prevention program (VHHP) is making $75 million in funding available, beginning November 8, 2019, to assist in developing housing opportunities for California’s veterans, especially those at risk of homelessness or experiencing temporary or chronic homelessness. Awards will be made to qualifying developers and nonprofit entities to construct, acquire, rehabilitate or preserve affordable multifamily housing for our veterans and their families. Applications are due on February 13, 2020.
The Arizona Department of Housing will host a LIHTC Application Workshop on January 21, 2020; a HOME Compliance on November 19, 2020; LIHTC Compliance Workshops on February 12-13, 2020 in Phoenix, July 15-16, 2020 in Phoenix and October 21-22, 2020 in Tucson. The 2019 QAP requires that property managers LIHTC projects attend ADOH approved compliance training annually.
The California Debt Limit Allocation Committee (CDLAC)-Tax Credit Allocation Committee (TCAC) online joint application update is finalized. The online application changes noted in TCAC’s October 31 memo are now available. No changes to Attachment 40 have been made since TCAC’s notice on November 4.

The Florida Housing Finance Corporation issued RFA 2019-116 for SAIL Financing of Affordable Multifamily Housing Developments to be Used in Conjunction with Tax-Exempt Bonds and Non-Competitive Housing Credits. Applications are expected to be due on December 19, 2019. The Review Committee Meeting is expected to be held February 19, 2020 at 10:00 am ET.
