Qualified Allocation Plans

The New Jersey Housing and Mortgage Finance Agency (NJHFMA) is extending the following deadlines for properties with 2018 and 2019 nine percent LIHTCs:

Ten Percent Test: The deadline to submit evidence that ten percent requirement of §42(h)(1)(E)(ii) was met is now 12 months after the date the carryover agreement was signed.

Placed-In-Service Deadline: The deadline to place affected projects in-service has been extended by 12 months following the end of the two-year period described in §42(h)(1)(E)(i).   

The Virginia Housing Development Authority (VHDA) continues to accept Rental Housing applications and underwrite loans, although they stopped posting a daily rate sheet on their website. Upon completion of its May capital markets activity, VHDA expects to reassess its access to the capital markets and to establish a schedule for future taxable and tax-exempt Rental Housing bond issuance that could provide funding for new production. The earliest such schedule is expected to require signed commitments and payment of points is by June 30, to accommodate a mid-July bond pricing.

The California Tax Credit Allocation Committee (TCAC) updated its applications with 2020 rent and income limits. Applicants must complete and submit the updated TCAC application/Attachment 40 for all future application cycles in 2020

The California Department of Housing and Community Development (CalHCD) released the Round Four Transit-Oriented Development (TOD) Housing Program final guidelines and Notice of Funding Availability for approximately $141 million.

The scoring workbook for Kentucky Housing Corporation’s 2021 Housing Credit funding round has been revised to update the list on Tab 9 of projects in the pipeline that have not yet placed in service. The Michigan State Housing Development Authority (MSHDA) has been developing an electronic submission alternative for applicants that are planning to submit an application in the June 1, 2020 LIHTC Funding Round. Through the use of an extranet platform, applicants can request to be given access to an electronic folder where they will be able to upload all application documents.

Minnesota Housing adjusted the 2020 Consolidated request for proposals (RFP) timeline to provide applicants more time to finalize application materials with a variety of partners who are adjusting to a telework environment.

The Texas Department of Housing and Community Affairs (TDHCA) Multifamily Finance division posted an updated “Amended 2020-1 Multifamily Direct Loan Annual Notice of Funding Availability” (2020-1 NOFA).

The California Department of Housing and Community Development (HCD) announced the final Local Housing Trust Fund (LHTF) program guidelines. Proposition 1 authorized $300 million to the LHTF Program to provide matching grants to Local Housing Trust Funds so that they can fund affordable housing

The California Tax Credit Allocation (TCAC) made another round of edits to their Proposed Emergency Regulation Changes. The new edits are in purple and primarily impact how the new federal tax credits will be apportioned among the counties.

Idaho Governor Brad Little (R) approved the Idaho Housing and Finance Association (IHFA) 2020 QAP. IHFA posted both a clean final version and a redline version. IHFA is currently updating its application forms and exhibits and will post 2020 versions soon.
