Qualified Allocation Plans

On June 25, 2020 the California Tax Credit Allocation Committee issued a new memo providing additional guidance on the Average Income Test Federal Election.  In May 2018, TCAC adopted regulations that allowed projects with an existing tax credit reservation to elect the Average Income Test and make changes to the application’s housing unit designations, increasing some to 80% AMI.

The California Tax Credit Allocation Committee (TCAC) published the 2020 credit estimates, which also includes the disaster credits from the Further Consolidated Appropriations Act, 2020.

The California Tax Credit Allocation Committee (TCAC) released new guidance on multi-phase housing developments, developer fees, service amenities, general partner experience, documenting land acquisition and tie breakers for prospective applicants. In the event of a conflict with prior guidance, this guidance shall supersede.

The California Department of Housing and Community Development (CalHCD) released additional supporting documents to accompany the Round 4 Transit-Oriented Development (TOD) Housing Program Notice of Funding Availability for approximately $141 million, which was released on April 30, 2020. Applications are due by July 30, 2020 at 5:00 pm PT.

The California Department of Housing and Community Development (CalHCD) released draft No Place Like Home (NPLH) Program draft amended Guidelines for public comment. Comments should be sent to NPLH@hcd.ca.gov by 5:00 pm PT on July 27. CalHCD will hold a webinar on July 8 from 1:00 – 2:00 pm PT. Join here.

The Colorado Housing and Finance Authority released an updated 2020 LIHTC application (V. 2.2.1). Please note that previous versions of the application will no longer be accepted. At the Florida Housing May 29, 2020 Request for Applications (RFA) Workshop, it was announced that there will be a goal to fund five medium county applications that qualify for the Local Government Area of Opportunity Goal in RFA 2020-201, the small/medium geographic RFA. Applications from counties that qualified for the goal last year and were awarded funding in RFA 2019-113, even if the application was not funded to meet the Local Government Area of Opportunity Goal, will not be eligible for the goal.

The Ohio Housing Finance Agency released the first draft of its 2021 QAP. The 2021 QAP is meant to primarily address technical revisions only; as such certain items will not be addressed or modified in this version to maintain as much consistency as possible with the 2020 QAP.
