The Michigan State Housing Development Authority (Authority) updated its Pass-Through Bond Program. Projects participating in this program may use Pass-Through Bonds as long-term financing (construction and permanent financing) or as short-term financing (construction financing only). All projects must show evidence of credit enhancement that is acceptable to the Authority.
The New Jersey Housing and Mortgage Finance Agency released Developer Bulletin 2020-11, which outlines the LIHTC compliance monitoring relief, income recertifications and common areas and amenities relief it is offering in response to the COVID-19 pandemic. The relief granted in this bulletin is subject to any superseding guidance issued by the Department of the Treasury or the Internal Revenue Service.
Enterprise Community Partners is transitioning from the 2015 to the 2020 Green Communities criteria. To certify under the 2015 criteria, the New Jersey Housing and Mortgage Finance Agency is requiring that the “Prebuild Submission” must be received by Enterprise by October 15, 2020. Any project unable to meet the October 15th deadline will be required to certify under the 2020 criteria.
The Ohio Housing Finance Agency (OHFA) updated its Bond Gap Financing (BGF) Frequently Asked Questions document. OHFA also released is draft program year 2020 Community Development Block Grant – Disaster Recovery (CDBG-DR) Action Plan for comment. Comments should be submitted to CDBG-DR@development.ohio.gov by August 9.

The Texas Department of Housing and Community Affairs’ (TDHCA) Multifamily Finance division posted an updated Amended 2020-1 Multifamily Direct Loan Annual Notice of Funding Availability (2020-1 NOFA). The Amended 2020-1 NOFA includes the Fifth Amendment approved by the TDHCA Governing Board on July 23, 2020. The Fifth Amendment adds $16,956,117.20 in National Housing Trust Fund (NHTF) to the soft repayment set-aside for eligible activities and extends the application submission deadline to October 12, 2020.
Vermont Housing Finance Agency (VHFA) is in the process of updating the Qualified Allocation Plan (QAP) for 2022 to 2023. As part of its continued public engagement VHFA will hold four virtual informational sessions in August and September for the public to ask questions and provide further feedback on proposed QAP updates.

Building on the success of Project Roomkey, Homekey is the next phase in the state’s response to protecting Californians experiencing homelessness who are at high risk for serious illness and are impacted by COVID-19.
