Michigan State Housing Development Authority’s (MSHDA) 2021 QAP will go to its board for approval at the October 22, 2020 meeting.

Comments on Minnesota Housing’s draft 2022-2023 QAP are due by 5 p.m. CT on October 26 to  htc.mhfa@state.mn.us. As a result of the additional changes proposed by Minnesota Housing, the 2022-2023 QAP Composite Maps for both the Metro and Greater Minnesota have been updated as well as the interactive Community Profiles map.

Oregon Housing and Community Services (OHCS) opened the funding application for its Affordable Rental Housing Portfolio Stabilization COVID-19 Response Funds (Portfolio Stabilization CRF).

North Carolina Housing Finance Agency posted the second draft of its 2021 QAP. The following are the significant changes (all changes are highlighted in the document):

Virginia Housing is offering the following COVID-19-based LIHTC relief on a case-by-case basis subject to approval by the agency. Sponsors that wish to avail themselves of this relief must submit a written request via the Change Request Form no later than October 30, 2020. Virginia Housing will respond in writing to all requests.

Applications for the National Housing Trust Fund (NHTF) Program are being accepted by Alabama Housing Finance Authority (AHFA) for the remaining 2019 and 2020 funding. The Arizona Department of Housing will host a public hearing on the second draft of its 2021 QAP from 1 to 3 pm MT on October 16. Register here. Comments are due by 5 p.m. MT on October 16 and should be sent to rental-qap@azhousing.gov.

The Florida Housing Finance Corporation modified RFAs 2020-201, 2020-202, 2020-203 and 2020-201. One of the modifications affects Exhibit A. The Resident Services section has been updated to include “Homeownership Opportunity Program” as an eligible service for developments serving the Family Demographic Commitment. Although Florida Housing will accept the previously posted version or the modified version of Exhibit A, applicants that wish to select the Homeownership Opportunity Program must use the modified version of Exhibit A.

Oregon Housing and Community Services (OHCS) released a new Average Income Policy, which details the restrictions, utilization requirements and fees for projects electing to use the average income set aside.

The California Tax Credit Allocation Committee (TCAC) will meet on October 14 at 1 p.m. PT on October 14. TCAC will also hold a public hearing at 2 p.m. PT on October 15 on proposed amendments to the regulations governing the FCAA disaster credits. In addition to a few minor changes, the primary change is to implement a September 1, 2021 construction start deadline.

At the September 16, 2020 California Debt Limit Allocation Committee (CDLAC) meeting, a CDLAC extension was provided through December 1, 2020 for projects awarded on April 14, 2020. For those projects that were also awarded California Tax Credit Allocation Committee (TCAC) state tax credits, there is a TCAC readiness deadline of October 20, 2020. The May 21, 2020 TCAC memo confirms that when a bond issuance extension is granted by CDLAC, an extension of the TCAC readiness deadline is also granted.
