The 2021 Florida Housing Finance Corporation Board Meeting schedule has been set as follows: January 22 – Tallahassee/Telephonic; March 12 – Tallahassee/Telephonic; April 30 – Tallahassee/Telephonic; June 18 – Tallahassee/Telephonic; July 30 – TBD; September 10 – TBD; October 22 – TBD; and December 10 – TBD.

Florida Posts Updated CFR – Rental Assistance

Florida Housing posted updated templates of its Coronavirus Relief Funds (CFR) Subsidy Request Reports – Recap of Tenant Income Certification. These updated templates correct rounding errors and provide for optional fees in accordance with the provisions of the funding agreements and the CRF resident applications.

The Tennessee Housing Development Agency (THDA) released the draft 2021 Multifamily Tax Exempt Bond Authority (MTBA) Program Description for public comment. Comments should be submitted to TNAllocation@thda.org by noon CT on Friday, October 30.

Texas Posts Draft 2021 Site Demographic Characteristics Report

Texas Department of Housing and Community Affairs posted a draft of the 2021 Housing Tax Credit Site Demographic Characteristics Report. The report is missing the three-year average poverty rate, rent burden and affordable housing needs indicator worksheets, all of which will be added shortly.

Tennessee Adds New Data to Interactive Maps

The Tennessee Housing Development Agency (THDA) incorporated the 2021 New Construction Needs scores and Existing and Pipeline Affordable Housing units tables into its interactive map. On October 20, THDA said “the 2021 QAP will be published in the very near future, upon the governor’s signature”.

California Holds Owner and Management Training Classes

California Tax Credit Allocation Committee (TCAC) will conduct an Owner and Management Training Class for those owners who have received a reservation of tax credits but lack documented experience and are required to complete training prior to the project’s placing in service. The training is also for property management companies required to complete this training as indicated in the TCAC staff report.

Comments on Colorado’s Second Draft of QAP Due Nov. 1

The Colorado Housing and Finance Authority (CHFA) released the second draft of its 2021-2022 QAP. Comments will be accepted through November 1 and should be submitted via this form. CHFA plans to present the QAP to its board for approval at the November 19 board meeting.

Colorado Names Kathryn Grosscup Housing Tax Credits Manager

The Colorado Housing and Finance Authority (CHFA) announced that Kathryn Grosscup has been selected as its new manager of Housing Tax Credits. In this role, Grosscup is responsible for the day-to-day administration of CHFA’s tax credit allocation program and leading CHFA’s tax credit team.

Connecticut Extends 2021 Nine Percent LIHTC Deadline

The Connecticut Housing Finance Authority (CHFA) announced the deadline to apply for taxable bond construction-to-permanent or permanent-only financing for developments expecting to apply in the upcoming 2021 nine percent LIHTC Round has been extended to 4 p.m. ET on Friday, October 23, 2020.

QAP Massachusetts

Massachusetts Amends 2019 HOME Action Plan

The Massachusetts Department of Housing and Community Development (DHCD) has added $2.9 million to the HOME Program, which it received through HOME loan payments. As with the prior collection of HOME Program Income, DHCD intends to make this additional HOME Program Income available for commitment to the new HOME rental development projects.
