The Texas Department of Housing and Community Affairs (TDHCA) released a proposed rule amendment for public comment: 10 TAC Section 1.15, regarding the Integrated Housing Rule, as approved by the TDHCA Governing Board. The North Carolina Housing Finance Agency adopted its final 2021 QAP, which includes new language on Disaster Recovery Funds in section II(B)(3)(c).

New Jersey Housing and Mortgage Finance Agency (NJ HMFA) updated the Unified Application For Housing Production Programs (UNIAP), effective Dec. 21, 2020. Changes include the following: Clarification on the application process; Updates to available programs; Income Averaging selection box; and Updated lists of documents required for application.

Melanie Walter was appointed as executive director of New Jersey Housing and Mortgage Finance Agency (NJHMFA) at its December 10 board meeting. Walter served as Department of Community Affairs (DCA) director of the Division of Local Government Services (DLGS) and Local Finance Board chairwoman for two and half years, first as acting director, then under permanent appointment.

National Housing Trust partnered with Leading Age to analyze the QAPs from all 50 states to see how Housing Credit Allocating Agencies use LIHTCs to encourage the production and preservation of affordable housing specifically for older adults. The analysis revealed that:

Seven states have established a set-aside for creating or preserving affordable housing for older adults;
Twenty-seven states award points for creating or preserving affordable housing serving older adults;
Twenty states award points for providing certain features in affordable housing serving older adults; and
Three states provide a basis boost for crating or preserving affordable housing serving older adults.

Florida Housing extended its deadline for submitting Coronavirus Relief Fund (CRF) Subsidy Request Reports to December 18.
