Qualified Allocation Plans

Arizona Department of Housing (ADOH) listed the Fiscal Year (FY) 2021 proposed distributions for the following HUD Community Planning and Development (CPD) programs Community Development Block Grants (CDBG), HOME, Housing Opportunities for Persons with AIDS (HOPWA), Emergency Solutions Grants (ESG) and Recovery Housing Program (RHP).

The City of Chicago released its draft 2021 Qualified Allocation Plan. The QAP describes the selection criteria and application requirements for affordable housing developments receiving federal Low Income Housing Tax Credits and tax-exempt bonds.

Florida Housing Finance Corporation has issued RFA 2021-208 SAIL And Housing Credit Financing For The Construction Of Workforce Housing. 

The Kentucky Housing Corporation (KHC) opened applications for 2021 Tax-Exempt Bonds (TEB) and four percent LIHTC projects on March 16. Due to limitations on the available private activity bond cap, KHC has revised the process to apply for and be allocated TEB cap. These changes are an effort to better align the reservation of TEB cap with the timing of bond issuances.

The Massachusetts Department of Housing and Community Development has posted  the 2021 Community Scale Housing Initiative (CSHI) NOFA to  the state’s COMMBUYS system. 

The Arizona Department of Housing (ADOH) released a Notice of Funding Availability (NOFA) for Rental Housing Development with funding from the National Housing Trust Fund (NHTF), HOME Investment Partnerships Program (HOME) and State Housing Trust Fund (HTF).

The California Tax Credit Allocation Committee (TCAC) updated its nine percent excel application. Florida Housing released a draft of its 2021 QAP. The draft QAP proposes removing the 15 percent allocation for preservation or acquisition and preservation. The definitions of Applicant, Developer and Principal now includes a requirement that entities and principals other than natural persons be legally formed as of application deadline.

The Maryland Department of Housing and Community Development posted a list of Fall 2020 Competitive Fund Round applicants with a disclosure of all waivers granted to applicants and identification of projects, which received State Bonus Points along with a rationale for why these points were awarded.

The Massachusetts Historical Commission (MHC) Round 27 of the Massachusetts Preservation Projects Fund (MPPF) grant program application process is underway. MPPF Applications are due on March 19, 2021 and anticipated funding is in the range of the previous grant round of $800,000.

The Ohio Housing Finance Agency (OHFA) published the final Program Year 2021 Housing Development Gap Financing (HDGF) Guidelines. The HDGF program will award Ohio Housing Trust Funds and National Housing Trust Funds to affordable housing developments consisting of four to 24 units. OHFA will begin accepting Intents to Apply from applicants on May 3, 2021.
