Oregon Housing and Community Services (OHCS) is preparing for the implementation of the four percent LIHTC program within the Oregon Centralized Application (ORCA). In anticipation of this launch, OHCS will begin creating Procorem WorkCenters for eligible four percent intake requests. 

WorkCenter Creation Notifications: 
Collaborators will receive an email notification from Procorem with an invitation to the four percent WorkCenter. This notification will confirm that the WorkCenter has been created in preparation for the program’s launch date later this month. 

Collaborator Access Until Launch: 
In Procorem, collaborators will have limited access until the official program launch date. This restriction allows OHCS to organize materials and resources in advance. Once the four percent LIHTC program launches, OHCS will update the collaborator role permissions, and applicants will have full access to begin working on Impact Assessment tasks and application submission. 

Submitting Applications:  
When all tasks have been finished and the required documents uploaded to WorkCenter Files, collaborators will officially submit the four percent application through the Procorem WorkCenter for OHCS standards review. Until the application is officially submitted for review, OHCS staff will not review any documents, notes or materials in the WorkCenter. Review of applications generally takes 30 days for OHCS staff to complete.
