HUD’s Multifamily Housing Office of Recapitalization published a supplemental notice delivering changes and updates to the Rental Assistance Demonstration (RAD) program. PIH 2025-03 extends the RAD application date to Sept. 30, 2029, establishes a waiver process for rental adjustments other than the Operating Cost Adjustments Factor (OCAF) and allows for greater flexibility for RAD and Section 18 blends when converting tenant protection voucher assistance to RAD Housing Assistance Payments (HAP) contracts. The changes were authorized under the Consolidations Appropriations Act of 2024.
