The Tennessee Developers Council submitted comments to the Tennessee Housing Development Agency (THDA) on the LIHTC Draft 2025 Qualified Allocation Plan (QAP). The Tennessee Developers Council’s mission is to provide a unified voice for the development community on the most important state housing issues and to communicate concerns and feedback about state policy and legislation that directly impacts affordable housing development businesses. In that spirit, the comments were based on the premise of creating and preserving more affordable housing options for low-income Tennesseans and address the following areas: Threshold Requirements, Basis Boost, Utility Allowance Methodologies, EDA Set-Aside Credit Amounts, EDA Set-Aside Projects Funded Count, EDA Set-Aside Proposal Requirements, Tiebreaker Scenarios, PHA General Priority Category Awards Ranking Distinctions, Application Scoring and Noncompetitive and Competitive Housing Credits Dual Submission Funding Eligibility. THDA will consider all feedback and comments submitted for incorporation into the final draft of the 2025 QAP expected to be presented for approval at THDA’s September 24 Board Meeting in Memphis.
