The Texas Department of Housing and Community Affairs (TDHCA) received approval of its HOME American Rescue Plan (ARP) Allocation Plan from HUD. The Allocation Plan programs approximately $132 million in HOME-ARP funds received from HUD in a one-time allocation.
This summer, the HOME-ARP Division plans to release:
- An application for the HOME-ARP National Housing Trust Fund (NHTF) set-aside;
- A Rental Development Notice of Funding Availability (NOFA); and
- A Nonprofit Capacity Building/Operating Cost Assistance NOFA for large-scale shelters. Notice of eligibility for the HOME-ARP NHTF set-aside is anticipated to be sent in June, prior to the Rental Development NOFA.
In addition, HOME-ARP staff are developing guidance on qualifying populations, referral methods, nonprofit capacity building/operating assistance, reserves, layering funding sources and rent levels.
