The North Carolina Housing Finance Agency (NCHFA) released the First Draft North Carolina Qualified Allocation Plan for 2014.
Some major revisions included in the First Draft 2014 North Carolina QAP include:
- There will be a limit on the metro region counties. The initial limit for each is their percent share of the tax credits available for Metro region, with any remaining going to the next highest scoring application(s).
- The local government financial contribution requirement increased to $750,000 in the Metro region and $250,000 in the East, Central or West.
- An owner may return an allocation of 2011 tax credits to receive an allocation of the same amount of 2014 tax credits. The owner must pay a fee equal to the original allocation fee and none of the Principals for the returned project may be part of a 2014 application.
- The per-unit construction costs increased by $2,000. The Agency will consider an Applicant’s past projects to determine if the proposed costs are reasonable and may require an explanation.
- Applicants may not request RPP funding if the project will have a federally insured loan.
- Developer fee amount increases to $12,500 for new construction and 28.5% of line 4 for rehabilitation.

The deadline to submit comments before the first draft is released is August 30, 2013.
