Oregon Housing & Community Services (OHCS) is seeking partner and stakeholder feedback to guide the revision of its QAP. OHCS is hoping to achieve the following objectives:

  1. Ensure alignment with the QAP and the OHCS Statewide Housing Plan (SWHP) priorities.
  2. Ensure alignment of OHCS’ commitment to Equity and Racial Justice related to the SWHP and equity measures within all OHCS programs, including efforts to engage Minority, Women-owned, Emerging Small Business (MWESB contractors, enhance Affirmative Fair Housing Marketing strategies and effectuate Diversity Equity and Inclusion (DEI) criteria.
  3. Understand and evaluate development activity over the past two years and use this information to identify improvements, including the timely delivery of housing to Oregonians and ensuring the appropriate and responsible subsidization of projects to be viable throughout the affordability period.
  4. Review and monitor the success of the new application process that was implemented over the past four NOFA offerings to ensure that the data-driven electronic application, related software and processes improved the application process.
  5. Allow the opportunity for program-specific feedback and subsequent in-depth discussions with partners to ensure that current programs meet affordable housing needs and support development processes.
  6. Ensure that the proposed funding calendar is aligned with affordable housing needs, especially in the face of challenges presented by COVID-19, wildfires and construction cost increases.
