HUD recently issued an updated draft Low-Income Housing Tax Credit (LIHTC) Pilot Program Application Processing Guide. This informal guide is meant for lenders and HUD staff to use while underwriting loans for the Pilot Program, which aims to streamline FHA processing of mortgage insurance applications for projects with LIHTC equity. The guide is based on HUD’s Housing Notice 2012-1 and Mortgagee Letter 2012-1 which make adjustments to certain underwriting and processing procedures for FHA Section 223(f) multifamily mortgages. The guide details the various requirements needed for approval under the LIHTC Pilot program and also provides updates to HUD’s previous participant clearance procedures or “2530” clearance.
