The North Carolina Housing Finance Agency has released a second draft of its 2013 Qualified Allocation Plan. The draft includes several changes from the first draft of the QAP. The new changes include:
- Allow the Agency to adjust the awards under the Plan to ensure that the overall allocation results in awards for two redevelopment projects, if necessary.
- Remove the proposal to change the HFA-designated basis boost. It will remain that the Agency may boost the eligible basis of projects by up to 15% if the deadline for the flat nine percent tax credit rate is not extended.
- Change the driving distance measurement increments for the site evaluation criteria from half mile to one mile increments. There is one less scoring level for the grocery amenity point category (three instead of four), and the points have been adjusted accordingly. Projects may now earn up to three points for traffic controls that allow for safe access to the site, including having right turn only access.
NCHFA will continue to post public comments as they are received. A revised Appendix B for design standards will be posted at a later date.
