The Arizona Department of Housing has issued a first draft of its 2013 Qualified Allocation Plan (QAP). Major changes to the QAP include:

  • A new clause providing ADOH with sole discretion to limit the number of projects in a specific market or geographical area if there is insufficient demand or risk of causing adverse effects on existing low income housing developments in the area.
  • Clarifying information on terms for project team disqualification.
  • A new project set-aside for one project to provide a minimum of 25% of its units for Chronically Homeless individuals and/or families. The QAP includes a new definition for “Chronically Homeless” as well.
  • Revisions to its point allocation system, including new points categories for “project readiness,” “service enriched location,” and “enhanced supportive services.”
  • Restructured guidelines for its Underwriting Threshold Requirements and Standards and Project Pro forma/ Cash Flow Analysis.

ADOH will be held focus group meetings October 4th and October 9th to discuss the 2013 QAP. They collected comments to use for further revisions.

UPDATE: ADOH will continue to accept written comments through October 19, 2012 at 5:00pm submitted to [email protected]. A final version of the 2013 QAP will be released by November 2, 2012 at 4:00pm. ADOH has scheduled a public hearing to discuss the QAP on Wednesday, November 14, 2012 at 9:00am at Carnegie Library-Main Floor, 1101 W. Washington Street, Phoenix, AZ 85007.
