The US House of Representatives recently passed a continuing resolution (CR) (HJ Res 117) on September 13, 2012 by a vote of 329-91, followed by passage in the Senate by a vote of 62-30 on September 22, 2012. The CR effectively delays final decisions for fiscal year (FY) 2013 spending until after the elections and will allow, if necessary, the Federal government to run uninterrupted through March 27, 2013 until a new Congress takes office. Passage of this measure clears the Congress to focus on other outstanding items during the lame-duck session following the elections, improving the chances that tax extender legislation will be moved before the end of the year.
UPDATE: October 1, 2012 marks the beginning of the Federal government’s 2013 FY, in which much of the year will operate under the previously passed CR. The current version of the CR includes no new policy provisions in the Transportation-HUD (T-HUD) portion of the measure and funds the U.S. Department of Housing and Urban Development (HUD) at a level of $37,663,000,000, which is about 0.6 percent higher than the FY 2012 enacted level.
