The U.S. Department of the Treasury released an updated frequently asked questions (FAQ) for the Emergency Rental Assistance (ERA) program established by the Consolidated Appropriations Act (CAA) of 2021 that incorporates many changes called for by affordable housing trade associations.

In a summary of the changes, the National Council of State Housing Agencies (NCSHA) said the FAQ includes almost every change that group and other affordable housing association had asked for. NH&RA also was pleased to see many of its suggested program provisions included from its letter supporting the legislation.

NCSHA said the notable changes include:

  • Allowing for self-attesting for eligibility;
  • Allowing internet service to be covered as an expense related to housing;
  • Specifying that payments to public utilities are permitted; and
  • Clarifying that ERA funds can cover the tenant-owed portion of rent or utilities for households that receive a monthly federal subsidy.
