The Landlord Compensation Fund program was funded in December by the Oregon Legislature with $150 million. This program will be launched through an online application portal to streamline the collection of landlord-provided data on rent collections. Landlords that are funded will receive 80 percent of eligible tenant unpaid rent and are required to forgive the remaining 20 percent. Tenant eligibility is based on their submission of a Declaration of Financial Hardship, which establishes rights under Oregon’s Eviction Moratorium. Oregon Housing and Community Services (OHCS) will launch the first application in the coming days with up to $50 million in program funds. Participating landlords must accept 80 cents for every dollar of qualified rent-owed and this first funding round will include rent owed from April 2020 to February 2021.
