Minnesota Housing will administer up to $15 million in General Obligation (GO) bond proceeds through the Publicly Owned Housing Program (POHP) to help finance public housing rehabilitation costs. Applications are due Thursday, April 29, 2021 by noon CT. Applicants must be local units of government, such as a city, county, housing redevelopment authority (HRA), or public housing authority (PHA).
Funds are available for capital activities of a non-recurring nature and add value or life to a building. Examples of eligible expenses include construction, pre-design, architectural or engineering costs. POHP funds are available as zero-interest, 20-year, forgivable loans. All projects funded through GO bond proceeds are required to comply with affordability restrictions and are subject to monitoring and reporting for 35 years beginning on the date of closing. Preference will be given to projects that:
- install or modernize fire suppression and/or fire alarm systems;
- address health and life safety issues;
- address accessibility;
- incorporate energy and water efficiency improvements that reduce operating costs;
- address critical physical needs; and
- maximize federal or local resources.
