U.S. Representative Steve Chabot (R-OH) earlier this month introduced a new piece of legislation (H.R. 4145) that would implement structural changes to the Section 8 Housing Choice Voucher Program. Chabot’s bill would, among other things, impose time limits and work requirements on most Section 8 recipients, force them out the program after five years, and bar convicted felons from participating at all. Critics of the proposed bill call it counterproductive, and view it as a non-starter in Congress.
