The Arizona Department of Housing (ADOH) has issued clarifications to the state’s 2012 Qualified Allocation Plan (QAP). Specific items clarified by the agency include:
- Ways non-profit organizations may become involved in LIHTC program and required documents to be submitted;
- An indication from the Department that it will underwrite all projects at .88 cents. In the event the LOI provided in the application shows either a higher or lower credit amount, the Department will require additional support and justification to use the amount noted in the LOI;
- A clarification that the Department will use the time and date stamp on the hard copy application in the event of a tiebreaker;
- Clarifications regarding the Capital Needs Assessment requirements;
- Clarity regarding its scoring procedures with respect to the Job Creation scoring criteria, and how it will notify applicants with respect to the applicant list, initial tax credit reservation list and alternate list.
