On Tuesday, February 7, the House Financial Services Subcommittee on Insurance, Housing and Community Opportunity approved the Affordable Housing and Self-Sufficiency Improvement Act (AHISSA) (currently unnumbered) by a voice vote. AHISSA is the most recent iteration of the Section Eight Savings Act (SESA) and the Section Eight Voucher Reform Act (SEVRA).
The legislation seeks to improve the efficiency and operations of the Section 8 housing voucher program through several significant reform measures including provisions to increase housing providers’ ability to utilize project-based vouchers; an expanded Family Self Sufficiency (FSS) program; a change in the definition of extremely-low income (ELI); an extension of the Mark to Market program; authorization of appropriations for the Rental Assistance Demonstration (RAD); an increase of tenant minimum rents; a broad expansion of the Moving to Work (MTW) program; and more.
The measure will next likely now be referred to the Full Financial Services Committee for a mark-up.
