The California Department of Housing and Community Development (HCD) released a technical assistance document on Equity and Accessibility Requirements and Strategies for the Homekey Notice of Funding Availability (NOFA).
Given that persons experiencing homelessness are at increased risk of infection and death due to COVID-19, Homekey’s target population of individuals and families who are experiencing or at risk of homelessness directly incorporates equity and accessibility considerations into the project scoring criteria to address disproportionate impacts by race and ethnicity within this population. The Homekey criteria found in sections 3a and 3b of the NOFA, address racial and systemic inequities and equitably distribute resources within the target population.
