For nearly 50 years, the New Jersey Division on Civil Rights (DCR) has required the owners of every apartment development with 25 or more units to report annually on the demographic composition of rental applicants and leaseholders in an effort to better enforce the New Jersey Law Against Discrimination (LAD)’s prohibition on race and national origin-based discrimination in housing. This Multiple Dwelling Reporting Rule (MDRR) information must be electronically filed on DCR’s website by January 30 of each year, reflecting data from the preceding calendar year.
If you are the owner of an apartment complex with 25 units or more (or represent such an owner) and you have not yet satisfied your MDRR obligations for the 2019 reporting cycle, please do so now. First-time filers must register their properties with DCR by emailing a completed Change of Status Form to dcrmdrr@njcivilrights.gov prior to submitting their MDRR report for 2019. If a property has changed ownership since the last reporting cycle, the new owner must also complete this Change of Status form before filing for 2019.
Owners who fail to timely submit an MDRR report may be assessed a penalty by DCR. Due to the COVID-19 pandemic, DCR will accept completed MDRR reports for first-time filers through August 15, 2020, after which late penalties may be assessed.
