The U.S. Department of Housing and Urban Development is soliciting public comments by September 18 on a proposed rule that would revise current requirements for physical needs assessments (PNAs) for public housing properties. A PNA provides public housing authorities (PHAs), which conduct these assessments, with critical information on the physical condition of each project in their inventory and assists them in identifying and prioritizing work items that require repair and modernization. The proposed rule would require PHAs to project the current modernization and life-cycle replacement repair needs of its projects over a 20-year period, rather than a 5-year period. It would also integrate the performance of the PNA with the performance of an energy audit of a property.
