The West Virginia Housing Development Fund sent the following reminder regarding the 2020 LIHTC pre-registration form:
- The Pre-Registration form contains several dropdown lists which must be utilized. Be certain to fill this form out in Excel. Do not handwrite. We highly prefer that the document be submitted in Excel format, not in scanned/pdf format.
- The Pre-Registration form must be completed for each property an Applicant intends to apply for Credits in 2020, regardless of whether the Credits are requested from the State Housing Credit Ceiling or outside (Tax-Exempt Bond Financed Properties). If a Pre-Registration form is not submitted by the specified dates or timeframes listed in Exhibit A of the 2019 and 2020 Tax Credit Manual, such property will not be eligible to apply for Credits in 2020.
- There is a limitation on the number of Pre-Registration forms that can be submitted for any developer or owner. See pages 36-37 of the 2019 and 2020 Tax Credit Manual for details.
- If a developer or General Partner goes over the number requested, the Fund will not accept those subsequent submitted Pre-Registration forms.
- Be especially careful when partnering with other persons or entities as co-developers or co-general partners to ensure that the limit is not exceeded.
- Due diligence should be taken when partnering with other persons or entities as co-developers or co-general partners.
- All planned General Partners, co-developers, and consultants must be listed on the Pre-Registration form. Note: We do not want all Principals of these participants listed – only the entity, if applicable, and a contact person for the entity. Please contact us if you have questions.
- Pre-Registration forms for properties which involve Existing Low-Income Housing are due no later than Friday, March 13, 2020.
- This does not relate to what Set-Aside Category the property is applying. If a property in-whole or in-part consists of Existing Low-Income Housing the Pre-Registration forms are due for such properties no later than 3/13/20. The Fund’s definition of Existing Low-Income Housing is included on page 2 of the 2019 and 2020 Tax Credit Manual, as well as the attached Pre-Registration form.
- Important information for Rehab of Existing Low-Income Housing Pre-Registrations. In order for the Fund to complete a Tier Rating for Pre-Registered Existing Low-Income Housing properties, the Pre-Registration form now includes a second tab “ELIH – must complete this tab” which must be completed and submitted with the one page Pre-Registration form. This information is required as part of a full pre-registration submission.
- All other Pre-Registration forms are due no later than Wednesday, April 15, 2020.
- Review the Exhibit A of the 2019 and 2020 Tax Credit Manual for Pre-Registration deadlines for Tax-Exempt Bond Financed (4%) properties.
