The results from the Texas Bond Review Board (BRB) 2020 Private Activity Bond (PAB) Lottery on October 31, 2019 are now available. The Lottery is used to determine which applications that participated in the Lottery will receive a Certificate of Reservation (Reservation) in January 2020 from the 2020 PAB ceiling.
Applications that will receive a Reservation in January 2020 must submit a notice to the Texas Department of Housing and Community Affairs (TDHCA) no later than December 6, 2019. The 2020 Electronic Filing Agreement must be submitted with the Notice for purposes of creating an account to submit the LIHTC application.
Lottery applicants must submit the complete LIHTC application (including all third-party reports) no later than December 13, 2019, at 5 pm CT. TDHCA anticipates posting the 2020 Draft Uniform Multifamily Application to its website no later than November 15, 2019, at 5 pm CT. Lottery applications must be submitted using the 2020 Uniform Multifamily Application.
Applications on the waiting list (i.e., those who participated in the Lottery, but will not receive a Reservation in January 2020) do not need to submit the Notice or the complete LIHTC application by the deadlines noted above. Once the Reservation is issued by the BRB, the applicant can submit the LIHTC application in accordance with the application requirements contained in the 2020 Qualified Allocation Plan.
