The Colorado Housing Finance Agency has adopted its 2011 QAP, which now awaits approval by the Governor. The 2011 QAP is largely similar to the 2010 QAP; however, developers should make note of significant changes including:

- Project cost per unit calculation methodology
- HOPE VI set-asides
- Application fee
