The Kansas Housing Resources Corporation will conduct a public hearing to provide the public input on the Housing Tax Credit Program for 2011. The public hearing will take place on Tuesday, November 16, 2010 from 10:00 a.m. to 12:00 p.m. in the main conference room of Suite 300 of the KPERS Building, 611 S. Kansas Ave., Topeka, Kansas 66604. Recommended changes for the 2011 plan include:
- Eliminate rules and procedures governing Tax Credit Exchange Program, since the program has not been extended;
- Incorporate a Reinvestment Fee of $5,000 per unit due at the closing on construction financing;
- Add non-point criteria category for Pricing;
- Give KHRC discretion to change allocation years for any development before or after an allocation is made in order to facilitate completion of developers or to efficiently use all credit authority;
- Revise Energy Efficiency Recommended Practices and Specifications to recommend Energy Star appliances;
- Add water conservation requirements and sensitive treatment or preservation of existing natural amenities such as trees, streams, ponds, landmarks, etc.
