The Pennsylvania Housing Finance Agency will be hosting a training on September 11-12, 2018 in its Harrisburg Office at 211 N. Front Street, Harrisburg, PA on the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA) and Section 104(d) of the Housing and Community Development Act of 1974 (Section 104(d)). This session will cover the basic procedures that must be implemented, and assistance that is to be provided, by agencies triggering the URA when projects/activities involving acquisition, rehabilitation and/or demolition are funded with federal money. PHFA encourages attendance at this session as a number of multifamily housing programs administered by PHFA and the State utilize federal resources triggering URA and Section 104(d).

UNIFORM RELOCATION ACT/SECTION 104(d)

Training Description/Agenda – 2018

The purpose of this training session is to familiarize participants with the main requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA) and Section 104(d) of the Housing and Community Development Act of 1974 (Section 104(d)).  This session will cover the basic procedures that must be implemented, and assistance that is to be provided, by agencies triggering the Act when projects/activities involving acquisition, rehabilitation and/or demolition are funded with Federal money.

Assistance required by the URA may include advisory services, moving expense reimbursements, replacement housing payments (residential tenants/homeowners) as well as reestablishment or fixed payment expenses (businesses/nonprofits/farms).  Section 104(d) assistance is limited to lower-income residential tenants and includes additional housing assistance payments as well as requires the replacement of lost affordable housing units.  This requirement is triggered when CDBG (or CDBG related programs), HOME or Section 108 funds are expended on projects/activities involving the demolition or conversion of a lower-income dwelling unit.

This is an introductory training session covering the key topics of the URA and Section 104(d).  Although the session addresses the main areas of these regulatory requirements, due to time constraints, it is not designed to detail each regulatory subsection.  You are advised to refer to the statutes, regulations and Department policies associated with these relocation/acquisition requirements when undertaking a project/activity as well as, when necessary, request technical assistance from your local Regional Relocation Specialist concerning specific issues.
